Born in Cornwall, England, Parkyn served a single term from 1926 to 1930 in the Alberta legislature as an independent Labour MLA. He became terminally ill in 1938, and his dying wish was to meet the King and Queen during their Canadian tour in 1939. With the help of his wife and his physician, his wish was realized, and he died a few days later.
