A Prince Edward Island Liberal, Butler served two non-consecutive terms in the assembly (1919 to 1923 and 1927 to 1931). Found dead at the foot of the stairs of his Charlottetown rooming house, bruises and marks on his face and bleeding from his mouth, it was concluded that he fell from the top or part way of the stairway.
