Elected in the Province of Canada's legislative assembly prior to Confederation, Cartwright was considered a progressive in his time. A free trader, he stood against the Conservatives' high-tariff policy, to the point of defecting to the Liberals in 1869 for the remainder of his political career. He also favoured proportional representation through Single Transferable Voting.
