In April 1987, Piquette, a one-term NDP MLA in the Alberta legislature, attempted to ask a question in French in the assembly, but the speaker of the chamber, David Carter, twice prevented him. Piquette relied on a section of the North-West Territories Act, which he believed had never been repealed after the creation of the province of Alberta in 1905, which provided that English or French could be used in the debates. Subsequently, the Alberta assembly passed the Language Act, known as Bill 60, which instituted English unilingualism by repealing the language rights conferred by the old law. |
