In 2009, Oda, a Harper-era Conservative minister, directed one of her staff to add a handwritten annotation of "not" to an already signed memo, which resulted in a funding recommendation to be ignored. When she resigned in 2012 over a spending scandal that included a $16 glass of orange juice and a $250 surcharge for smoking in a non-smoking hotel room, Le Devoir ran a front-page headline in reference to the annotation scandal, namely, "Bev Oda not resigning."
