Well that's interesting!
When Clarke, a communist, took his Saskatoon councillor's seat in January 1942, he was the city's youngest known councillor. Although he was elected for a two-year term, he resigned at the end of 1942 to enlist. Relocating to Toronto in later life with his wife Phyllis, he became an advocate of tenant’s rights in that city.
