Spence was the unsuccessful Manitoba Progressive Conservative candidate in Lakeside in 1953, but won a seat on Winnipeg city council in 1958. A member of the city's police commission from 1960, Spence, who was gay, was the target of an undercover police surveillance operation in 1961 and was arrested for "attempted gross indecency against a male person." Although a jury later acquitted him, his reputation was ruined and he left Winnipeg, returning only in 1980 to manage a downtown furniture store. |
