A Manitoba Conservative who served only one term, McGavin was a doctor whose motto is said to have been "Do all the good you can for as many people as you can for as long as you can." During his short tenure in the assembly, he won a debate on immunization for diphtheria by saying, "If you don't use antitoxin you might as well hit the children over the head and be done with it.”
