In 1997, Loenen, a British Columbia Social Credit MLA from 1986 to 1991, published Citizenship and Democracy: A Case for Proportional Representation, in which he argues that Canada's first-past-the-post voting system is inefficient and leads to many wasted votes — a view that PoliCan shares.
